Carl Bouchard

Carl Edward Bouchard joined the angels Wednesday, November 17.  Born March 19, 1941 in Fort Kent, Maine, the only child of Gilman Leonide Bouchard and Elizabeth (Isabel) Caron.

He was educated in Fort Kent Schools graduating from Fort Kent High School in 1957, then from the University of Maine in Orono with a BS in Agricultural Engineering.  He did Master’s work in Water Resources Engineering.  Carl also graduated from the Federal Executive Institute in Charlottesville, Virginia and served 4 years in the United States Air Force.

He worked as an Extension Agricultural Engineer for the New Brunswick Department of Agriculture in Canada before joining the USDA Soil Conservation Service serving in Orono, Maine, the Regional Office in Broomall, PA and retiring as a Deputy Director of the renamed Natural Resource Conservation Service responsible nationally for water resource and rural development programs in Washington, DC.

He spent considerable time collaborating with foreign researchers and water resource leaders in Sub-Saharan Africa, France and Western Europe.  He established the Stormwater program for Fairfax County Virginia serving as its first Director before semi-retiring to Delaware where he designed and built his retirement home for aging in place and practiced as a Professional Engineer.  Carl was a Licensed Professional Engineer in several states and was a life member of the American Society of Agricultural and Biological Engineers, the National Society of Professional Engineers and also a member of the Soil and Water Conservation Society.

Carl was a past president of the Maine State Society of Washington, DC and the National Active and Retired Federal Employees for the Coastal Delaware Chapter.  He was a member of the American Legion.  He received numerous awards during his career including the USDA Honor Award and one from his peers in establishing the Keep America Growing concept to protect America’s working lands.  He was recognized as the Young Engineer of the Year for Maine and recognized by the Fairfax County Board of Supervisors for his leadership.

In retirement, Carl returned to his photography hobby and prominently displayed his works at the Mispillion Art League.  He was the official photographer for the National Conference of State Societies over a period of 20 years photographing the Cherry Blossom Princesses during Cherry Blossom week in Washington, DC.

Carl married Janet Louise Gilchrist of Fredericton, New Brunswick Canada in 1966.

He is survived by son, Stephen Bouchard of Aldie, Virginia and daughter Janice Hall (David) of Milford, twin grandsons Nicholas and Andrew Hall and special granddaughter Katya Hall, all of Milford.

Internment is scheduled for Thursday, December 9 at 1:00 PM, Delaware Veterans Memorial Cemetery, Millsboro, DE with a Memorial Service on Saturday, December 11 at11:00 AM at Christ Episcopal Church, 200 Church St, Milford, DE followed by lunch.
